上環城皇街有幅千呎閒置地

【閒置土地 #2:城皇街】

在缺乏足夠休憩空間的中西區,除了之前提及的弓絃巷,在城皇街 10 號、即咖啡店 Common Ground 對面,也有一幅被鐵絲網圍封的土地,據街坊說已空置好幾年。

這幅地面積約 1,000 呎,位於地段 IL 3010,屬於巿建局 H19 項目範圍之內。自 1998 年起,前土地發展公司把永利街、士丹頓街一帶列入重建範圍,至 2003 年巿建局接手規劃,宣佈收購及發展計劃,預計建三座住宅大廈及拆卸必列者士街街巿。重建計劃引起該區居民反對,最後巿建局於 2018 年擱置重建計劃,承諾保留範圍內的唐樓、活化社區。

在重建方案擱置後,這塊空地就一直丟空,被圍封。近年,民間團體把城皇街石階營造成「社區客廳」,街坊在石階和空地外擺放桌椅,周末成為附近居民的聚腳點。不過,空地被鎖上,來閒坐的居民始終無法使用這個好地方。社區士多、文藝店軾Dongpohk 店長 Vincent 說,若這空地可以解封就好了。「毋須建什麼建築物,只要修整一下地面、定時有人清潔,打開讓居民用就好了。」

香港各區,其實都有不少這類閒置土地,正是很好的公共空間讓居民共享。ABHK 希望藉此喚起更多人關注閒置土地的問題,讓香港人有更多更好的公共空間可用。

【Wasted Public Land #2: Shing Wong Street】Lacking of public space in Central and Western District, we observed there are wasted public land left vacant for years in the district - apart from the site on Circular Pathway (see https://cutt.ly/GfCpS5P), there is a piece of land left vacant for a couple of years on Shing Wong Street as well.

The vacant land around 1000sq ft, located on 10 Shing Wong Street which is opposite to the coffee shop Common Ground, falls within the redevelopment area of the URA project H19. Since 1998, the former Land Development Corporation had started to include Wing Lee Street and Stauton Street as the redevelopment area. Until 2003, URA continued the planning work and started acquiring residential buildings. However, it aroused oppositions from local residents and URA finally dropped the planning in 2018.

Since then, the captioned land has been left vacant, blocked up by metal fences. The shopkeeper of 軾Dongpohk on Shing Wong Street said, it would be good if the site can be opened to allow residents enjoy sitting and chatting around. "It doesn't have to be redeveloped. Just repair the ground and clean up will be good enough."

Not only in Central and Western District, there are a lot more similar vacant public land in different districts. ABHK hopes to raise awareness of the issue of wasted public land. Hong Kong people deserve a better planning of public space.
